"Canada will require Syncrude Canada Ltd., Suncor Energy Inc. and other companies that extract oil from tar sands to capture and store carbon emissions from new sites starting in 2012.The government also will virtually ban new ``dirty'' coal- fired power plants, under rules that will be completed next year and come into force in 2010, Environment Minister John Baird said today in a statement from Ottawa. The move expands on a pledge last year to reduce emissions 20 percent by 2020."
